After the liberation of Paris, Allied hopes for a rapid end to the war are checked by the failure at Arnhem and by the logistical problem of supplying armies advancing far from the Normandy beaches. Tom Harsker and his Commandos are redirected toward Antwerp and the fortified islands controlling the Scheldt estuary.

The port is useless until the approaches can be cleared, so the campaign requires amphibious landings, raids and close fighting in flooded and heavily defended ground. The novel places the Commandos inside the struggle for the Scheldt, where tactical success has a strategic purpose: opening Antwerp to Allied shipping so the armies moving toward Germany can be supplied through the winter of 1944.
