Roman legions, auxiliary units, forts and supply routes lined the Rhine after expansion beyond the river was curtailed. Frontier administration depended on military discipline, diplomacy and relationships with Germanic communities.

Mutiny, rebellion and changes of emperor could quickly destabilise the region because Rhine armies possessed substantial political power. The Batavian Revolt demonstrated these risks during AD 69–70.
