Vespasian sends Falco to the Rhine frontier to inspect unreliable legions and locate a commander who has disappeared after the Batavian Revolt. Titus also wants Falco removed from Rome while he pursues Helena Justina.

Travelling through Germania, Falco encounters damaged forts, unsettled auxiliary communities and surviving rebel networks. His mission becomes tied to Veleda, the historical Bructerian seer whose influence had supported the revolt.

The Batavian Revolt has left Rome’s Rhine army politically exposed. Units that recently mutinied or changed sides must be trusted again, while auxiliary loyalties remain under scrutiny. Falco’s investigation therefore concerns more than a missing officer: Vespasian needs to know whether the frontier has genuinely returned to obedience or merely stopped fighting for the moment.
