In AD 72, Vespasian sends Gaius Valerius Verrens to Asturica Augusta to investigate why production from Rome’s Spanish goldfields has fallen and imperial convoys are being attacked. Official reports blame a bandit called the Ghost, but Valerius finds exhausted communities, exploited native labour and administrators whose interests depend on concealing the truth.
Working as both soldier and lawyer, he follows the missing gold into a wider conspiracy capable of provoking another provincial war. The investigation also brings him into conflict with Serpentius, his former ally, forcing Valerius to separate personal betrayal from resistance to a mining system on which the Flavian government depends.
