Britain, AD 44. The Second Legion presses its campaign against Caratacus, but failures of command expose Roman soldiers to unnecessary losses. Cato’s conflict with the reckless cohort commander Maximius becomes dangerous when blame for a disastrous action must be assigned. Macro tries to protect his men while maintaining discipline, and the campaign shows that incompetence and ambition within the legion can be as lethal as the British enemy.
The campaign shows how Roman discipline can be corrupted when officers protect reputation rather than acknowledge failure. Maximius’s decisions endanger men in the field, then create pressure to find subordinates who can absorb the blame.
Cato’s resistance threatens the hierarchy on which the legion depends, while Macro must balance loyalty to his friend against obedience to command. The novel turns an advance against Caratacus into an internal struggle over responsibility inside the Roman army.
