The campaign tests Caratacus’s authority in battle and his ability to preserve alliances after defeat. As Roman forces advance, he begins the long struggle that will make him the best-known British opponent of the conquest.

Caratacus’s greatest problem is political fragmentation. Some British rulers prefer accommodation with Rome, others see opportunities in their neighbours’ weakness and only a few accept the need for coordinated resistance. The novel therefore presents conquest as a process enabled by local rivalry as much as Roman military strength, with Caratacus trying to create unity faster than the legions can advance.
