Britain on the eve of invasion. Caratacus assumes greater military responsibility as tribal alliances fracture and exiled British rulers seek Roman support. The rise of Claudius in Rome transforms diplomatic pressure into the prospect of conquest, making Caratacus’s leadership inseparable from the coming war.

The approaching Roman invasion intensifies divisions that Caratacus cannot resolve by personal courage. British rulers calculate separately, some seeking advantage through Rome and others fearing that unity under one war leader would threaten their own authority.

The novel follows the transformation of Caratacus from ambitious prince into the figure required to organise resistance. His difficulty is political before it is military: unless rival kingdoms can act together, Claudius’s legions will face fragmented opponents rather than the united defence Caratacus believes Britain needs.
