Western Britain, AD 51. Macro and Cato are sent to a remote fort on the frontier of the war against Caratacus. Its commander, Quertus, has created a private regime of terror and secured the loyalty of soldiers who obey him rather than Rome. The officers must restore lawful command while defending the position against British attacks, leaving them caught between a dangerous enemy outside the walls and armed insubordination within.
Quertus is dangerous because he has converted a Roman command into a personal following. Macro and Cato cannot simply arrest him without considering which soldiers will obey and what will happen if discipline collapses during a British attack. The fort therefore becomes a test of Roman military legitimacy, with rebellion inside the garrison potentially as destructive as the tribal resistance beyond it.
