Rome in 44 BCE is controlled by men who believe Caesar’s teenage heir can be ignored. Mark Antony commands the consulship and veteran loyalties, Brutus and Cassius have fled, and Cicero tries to preserve influence through the Senate. Octavius nevertheless claims Caesar’s name, recruits supporters and begins the dangerous process of turning a disputed inheritance into political and military power.

Marcus Agrippa and the fictional centurion Lucius Oppius help him navigate mutiny, propaganda and shifting alliances. The novel concentrates on the first phase of Octavian’s rise, when cooperation with former enemies could be as necessary as defeating them. Public loyalty to Caesar repeatedly conflicts with private ambition, and the struggle moves from the Forum to battlefields where the future form of Roman government will be decided.
