The Soviet setting makes information more dangerous than physical evidence because the conspiracy depends on controlling what senior officials know and when they learn it. Atcho must work through institutions designed to detect outsiders while also identifying which insiders are compromised. The Cold War stakes turn a personal infiltration mission into a struggle over whether miscalculation inside one secret network could provoke nuclear confrontation.
