In Tallinn, Alex performs the routine work of Cold War intelligence by recording rail movements, cargo and military activity. Estonia has endured Soviet occupation, Nazi rule and renewed Soviet control within a few years, leaving communities divided by collaboration, resistance and the fear of deportation.
Alex becomes involved with farmers, smugglers and a man trapped by the Soviet security services, while his employers also expect cooperation with the Forest Brothers. The mission forces him to confront anti-communist fighters whose opposition to Moscow does not erase earlier Nazi sympathies or justify every act committed in the name of liberation.
