Working for the Gehlen Organization, Alex arrives in Istanbul expecting to gather intelligence on the Soviet bloc from a city divided between Europe and Asia. Instead he finds former Nazis, their enemies and Turkish security officials continuing conflicts that the end of the war failed to settle.
A Turkish industrialist is attempting to preserve the Nazi cause through an underground network, while a brutal killing pulls Alex into a private blood feud. To prevent another cycle of retaliation, he must negotiate with people whose anti-communism conceals very different loyalties and again distinguish punishment from justice.
