Correus and Flavius are posted to Wales after the imprisonment and violence that tested them on the German frontier. Roman forces face rain, difficult country and the consequences of an earlier defeat, while the brothers attempt to rebuild both their military standing and their confidence in one another. Correus’s success in battle contrasts with Flavius’s slower recovery from captivity and the expectations attached to legitimate birth.
Their future becomes connected to Ygerna, a young British captive who learns to mediate between the authority of Rome and the customs through which her own people understand rank and obligation. Events elsewhere in the empire, including the eruption that destroys Pompeii, mark a change of reign and remind the characters that Roman power is neither stable nor all-seeing. The novel develops the family saga by giving Ygerna an active role in deciding how conquest will shape the next generation.
