Felix Appius Julianus is sent to command the Sixth Legion Victrix, its replacement, while Centurion Valerius Silvanus arrives too late to join the destroyed Ninth and is ordered to help incorporate its surviving soldiers. Defeat has left the frontier army divided between shame, suspicion and the fear that the disaster has not ended.
Hadrian abandons Trajan’s policy of continual expansion and orders Britain’s northern boundary pulled back to a line that can be defended. The proposed wall cuts through tribal land and turns construction into another form of war.
