East Berlin, 1953. Posing as a disillusioned journalist, Alex works among the labourers building Stalinallee and encourages resentment over increased work quotas, low wages and poor living conditions. His mission is to turn economic protest into political pressure on Walter Ulbricht’s government.

When the strike expands into a mass uprising, Soviet tanks and East German security forces move to suppress it. Alex is caught among demonstrators he has manipulated, double agents and officials determined to identify Western involvement, and must face the human consequences of treating genuine anger as material for an intelligence operation.

The June 1953 uprising begins with work-quota protests but quickly spreads into wider demands against the East German regime. Soviet military intervention restores control, exposing the limits of Western encouragement when no government is prepared to risk direct confrontation. Alex’s role therefore raises a central Cold War problem: intelligence services can exploit discontent without being able to protect the people who act on it.
