Several years after the Claudian invasion, Breaca has become Boudica and helps sustain resistance from Mona while Roman forts and client settlements spread across southern Britain. Her half-brother Bán, now known as Valerius, serves as an officer in the Roman auxiliary cavalry and believes the sister he loved has become his enemy.
When Caradoc is betrayed, captured and taken to Rome, Valerius is ordered to guard him and is forced to confront the truth about his own past. The struggle moves between occupied Britain and the court of Claudius, placing children, lovers and former allies between the demands of resistance and the machinery of Roman conquest.
