His inquiry moves through meetings, informants and working-class districts where genuine demands for reform are easily confused with government fears of insurrection.
The novel places an early detective inside the crisis of authority surrounding the Chartist movement. Mendick must distinguish conspiracy from protest while confronting the unequal law, surveillance and class hostility of early Victorian Britain.
