Justinian orders Belisarius to invade Italy and restore it to imperial rule. Naples resists and suffers a bloody assault, while Rome opens its gates only to face a major Gothic siege soon after the Byzantine army enters.
Belisarius must defend the city with limited men while supply, disease and political rivalry weaken his position. Victory over the Goths will not protect him from a court that sees a successful general as a potential rival to the emperor.
The Italian campaign tests Justinian’s restoration policy at its most ambitious. Belisarius can win cities and battles, but every advance lengthens supply lines and increases the cost of holding territory already damaged by war. His popularity also creates danger at Constantinople, where military success can be interpreted as evidence that a general possesses the prestige needed to challenge the throne.
