James Bruce, 8th Earl of Elgin, was a British imperial administrator whose career ranged across the Caribbean, Canada and Asia. After serving as governor of Jamaica, he became governor general of the Province of Canada in 1847. There he accepted the principle of responsible government even when ministers supported measures he personally disliked, most famously giving royal assent to the Rebellion Losses Bill in 1849 despite violent opposition in Montreal. That episode made him an important figure in the development of parliamentary self-government within the British Empire.

Elgin later served as high commissioner during the Second Opium War, signing the Treaty of Tientsin with Qing China in 1858 and a commercial treaty with Japan. Returning to China in 1860, he authorised the destruction of the Old Summer Palace in retaliation for the torture and killing of British and Indian prisoners before concluding the Convention of Peking. He became viceroy and governor-general of India in 1862 but held the office only briefly. Elgin died in Dharamsala in 1863 while travelling in the Himalayan region.
