In the aftermath of the Battle of Flodden, Margaret Tudor, widow of James IV of Scotland and sister of Henry VIII, is in England while rival factions compete for influence over the Scottish regency. Cardinal Wolsey sends Benjamin Daunbey and Roger Shallot into her household to investigate threats surrounding her position and possible return to Scotland.

Their inquiry begins with a physician imprisoned in the Tower, who is found poisoned inside a guarded chamber. A cryptic poem and a white rose left by the killer point toward a secret group hostile to the Tudor monarchy. As further murders follow, Benjamin and Roger must decode the clues before political intrigue becomes open rebellion.
