In 1793, Revolutionary France is divided by terror, rebellion and war. Captain Nicholas Cruwys is sent on unofficial intelligence work along the Mediterranean coast, where French royalists, British commanders, Spanish allies and officers of uncertain loyalty compete for control of Toulon and the French fleet anchored there.

As coalition forces occupy the port and republican armies close in, Cruwys becomes involved in diplomacy, espionage and divided command. The struggle places him near the young artillery officer Napoleon Buonaparte and forces him to judge whether British strategy, royalist promises and personal honour can survive the destruction of the harbour and the collapse of the alliance defending it.
