Cecil believes that one of Ballater's servants intends to attack the queen as the enormous travelling court moves through southern England.

Revill must investigate without official protection and while treated as an intruder by the household he is observing. A separate fraud involving Crown purveyors complicates the search, and the progress exposes the queen repeatedly to crowds, roads and temporary residences that are difficult to secure. By the time the royal party reaches Chichester, Revill must distinguish financial corruption from the more immediate threat to Elizabeth's life.
