Caratacus’s resistance depends on persuading western communities that Roman conquest is a common threat rather than an opportunity to profit from a neighbour’s defeat. Scapula’s campaign seeks the opposite result by isolating hostile tribes and rewarding cooperation. The novel places its personal revenge story inside this contest over whether Britain can be divided faster than resistance can unite it.
