In New York during Prohibition, Amelia Winslow is drawn into nightclub life with the help of a gangster who can open doors that respectable society keeps closed. Her brother Phillip, an assistant district attorney, is supposed to represent the law, yet his own connections to the underworld become increasingly difficult to separate from the cases he prosecutes.

The siblings occupy opposite sides of a city transformed by illegal liquor, organised crime and mass entertainment. Family loyalty is tested as each becomes dependent on people the other has reason to distrust. The novel uses the contradictions of the Roaring Twenties to examine ambition and moral compromise inside a family whose members can no longer assume that legality and virtue are the same thing.
