Tribune Aulus Vitruvius Flavius serves in Roman Britain when the Boudican Revolt overwhelms imperial settlements and nearly kills him. His return to the army and pursuit of the rebels attract Nero’s attention, and the emperor summons him to Rome to reorganise the city’s firefighting watch.

Aulus discovers a murder plot while an assassin begins stalking him and Nero’s government becomes increasingly unstable. The Great Fire turns investigation into urban catastrophe, and the proclamation of a rival emperor forces Aulus to capture Nero before political murder develops into a wider civil war.
