Set in 1806, Ramage and the Saracens sends Nicholas Ramage and his crew against Barbary corsairs operating near Sicily. Coastal villages and fishing communities live with the threat of sudden raids in which ships are taken, property plundered and captives carried away for sale or ransom in North Africa.

Ramage's task is to find the raiders before another settlement is devastated, but corsair warfare does not follow the neat boundaries of a fleet campaign. The enemy can use hidden anchorages, fast vessels and local knowledge to strike and disappear. Pope places Royal Navy methods against a much older Mediterranean system of raiding and captivity, giving the novel a setting where the Napoleonic conflict overlaps with patterns of maritime violence that had troubled the region for centuries.

The corsair campaign also demonstrates the limits of conventional naval superiority. A Royal Navy ship may dominate in open battle yet still struggle to protect scattered coastal communities from small, fast raiders who avoid formal engagement. Ramage must therefore combine intelligence, patrol and local cooperation, treating maritime security as a problem of information and geography rather than a single decisive clash.
