Set in 1803 during the renewed war with France, Ramage's Challenge sends Nicholas Ramage back toward the Tuscan coast on a mission involving British officers and allies trapped on the European mainland. Among those at risk is Gianna, the Marchesa di Volterra, Ramage's first love, now one of a group of hostages in French hands.

The operation requires secrecy, reconnaissance and a willingness to act where conventional naval power cannot easily reach. Ramage must balance official objectives against personal history while trying to understand what Bonaparte intends to do with the prisoners. Pope brings the series back to the Italian world of its opening volume, but the political landscape has changed: Revolutionary France has become Napoleonic France, and rescue now takes place under the shadow of a more centralized and suspicious regime.
