Byzantine North Africa

After the defeat of the Vandals, Justinian reorganised North Africa as an imperial prefecture centred on Carthage. Roman officials attempted to restore taxation, law and defence while confronting Moorish resistance, mutiny and the disruption caused by war.

The province remained strategically important because it controlled grain-producing lands and sea routes across the western Mediterranean. Maintaining it required fortresses, mobile armies and negotiated relations with local communities.
