The First Punic War has ended, but Carthage cannot pay the foreign troops who fought for it. Thousands of mercenaries gather outside the city, divided by language and origin but united by anger, while their dispute over arrears develops into open rebellion. At sea, the Roman prefect Atticus Perennis and his brother-in-law Septimus are hunting pirates around Sicily and hoping that years of war have finally concluded.
Among the pirates’ captives are Roman senators who report that a proconsul important to Atticus has been seized by the rebels. The rescue mission takes Atticus back to Carthage and into an uneasy partnership with Hamilcar Barca, a former enemy now charged with preserving the state. Roman interests, Carthaginian survival and the mercenaries’ legitimate grievances become difficult to separate as Atticus enters the opening phase of the conflict known as the Mercenary War.
