September 1938. British civil servant Hugh Legat travels with Neville Chamberlain to the conference that will decide the fate of Czechoslovakia’s Sudetenland. In the German delegation, Paul von Hartmann serves a government he has come to oppose and carries evidence he believes could change British policy.
Former Oxford friends, Legat and Hartmann are drawn into a private effort beneath the formal diplomacy of appeasement. Their meeting places personal loyalty against official duty as Hitler, Mussolini, Chamberlain and Daladier negotiate an agreement intended to prevent war.
