Horace Beveridge grows up in England with strong family ties to Greece and an increasing desire for a life at sea. When the Greek War of Independence begins, he becomes involved in fitting out a vessel to assist the insurgents, turning his interest in sailing into direct participation in a conflict that draws volunteers and adventurers from across Europe.

Horace's voyages take him among besieged towns, Turkish forces, Greek fighters and the dangerous waters of the eastern Mediterranean. Capture, rescue missions and naval fighting expose him to the divisions as well as the heroism of the rebellion. The novel concentrates on the early years of the war, using Horace's movement by sea to connect local uprisings with the wider struggle to break Ottoman rule.
