Roman public life depended heavily on forensic, political and ceremonial speech. Orators such as Cicero turned legal cases and Senate debates into written models of argument, character attack and constitutional theory.

Rhetoric mattered because it connected education, law, status and political survival. Under the empire, speeches and declamation remained central even as free republican competition narrowed.
