In 1945, Germany is collapsing under Allied pressure while the Pacific War continues to consume men and resources. Eleanor Shaux is brought into the Manhattan Project and must consider how a weapon of extraordinary destructive power might end the war against Japan. The assignment places her among military and political calculations that cannot be separated from the prospect of mass civilian death or from the fear that another invasion will prolong the conflict.

At the same time, the alliance between Franklin Roosevelt, Winston Churchill and Joseph Stalin begins to fracture as each government looks beyond victory to the post-war settlement. Years of danger, separation and personal loss have left Eleanor physically and emotionally exhausted, making the strategic questions surrounding Germany’s defeat and the atomic bomb intensely personal. The final novel closes the series by setting military triumph against the human losses and political divisions that accompany it.
