In 1745, Vice-Admiral Sir Gervaise Oakes and Rear-Admiral Richard Bluewater command British naval forces while war with France is complicated by the Jacobite rising in Scotland. Their long friendship is tested when political loyalties and questions of legitimate succession create uncertainty about how each man will act at a moment when private conviction can become treason.

Cooper combines fleet manoeuvre and naval command with an inheritance plot that echoes the national dispute over the Stuart claim.
