The Berlin Spies opens in the dying days of Nazi Germany, when SS men prepare schemes intended to preserve a future for the movement after military defeat. Three decades later a compromised British diplomat in East Berlin turns to retired spymaster Major Edgar, drawing him back into an alliance with his former Soviet adversary Viktor Krasotkin.

The novel deliberately links the collapse of Berlin in 1945 with the divided city and espionage culture of the later Cold War, adding Nazi fugitives and West German political violence to the fictional conspiracy. Edgar, Krasotkin and the central plot are invented, while the divided Berlin setting and historical tensions between East and West are documented.
