Enemies and Allies

From late 1916 into 1917, Johnny Swift works for British Naval Intelligence under Captain Reginald ‘Blinker’ Hall and is sent to Paris to expose a traitor undermining the Allied war effort. His investigation intersects with the case of Mata Hari and the French counter-intelligence officer Georges Ladoux, while Room 40’s interception of the Zimmermann Telegram confronts Hall with a strategic dilemma: using the message could help bring the United States into the war but might reveal that Britain had penetrated German communications.

The espionage plot unfolds as France approaches the Nivelle Offensive and the crisis of morale that followed its failure. Swift moves through London, Paris and Rotterdam while Bardos brings together the Mata Hari affair, codebreaking, alliance politics and the growing pressure for American intervention. The novel deliberately compresses parts of the historical chronology, using real intelligence figures and events to show how secrecy, propaganda and military failure could threaten the Allied coalition from within.
