During the American Revolution, two American vessels operate secretly off the coast of Britain under the guidance of a mysterious pilot whose knowledge of dangerous waters is matched by his authority over the mission. Officers and sailors combine reconnaissance, coastal raids and seamanship while personal loyalties draw them toward an English household caught inside the conflict.

Cooper builds the action around storms, shoals, pursuit and naval combat, treating the sea as a battlefield with its own discipline and hazards. The pilot was inspired by John Paul Jones without simply becoming a fictional biography of him, and the novel uses the Revolutionary naval war to explore command, courage and the uncertain legal boundary between patriotism, privateering and piracy.
