Pearce seeks Admiralty protection for the Pelicans, but his case against Ralph Barclay appears to lack the decisive evidence. Emily possesses the missing papers and uses them to shape her own future, while Pearce’s friends become involved in an illegal venture intended to secure their independence.
The plan offers money and freedom but also exposes the group to arrest, smugglers and renewed manipulation by Barclay. Pearce must choose between official redress and action outside the law when neither course can protect everyone.
