After Oliver Cromwell’s victory at Dunbar in 1650, Colonel James Stansfield is left among the occupying forces charged with imposing the English Commonwealth’s authority on Scotland. As governor in Haddingtonshire, he forms an unlikely friendship with two local lairds once captured by his troops: Patrick Murray, Lord Elibank, and George Hepburn of Monkrigg. Former enemies discover a shared interest in rebuilding a district exhausted by war and in making productive use of the wool of the Lammermuir Hills.

Together they establish cloth mills at Haddington, creating an enterprise that grows from a precarious local experiment into a concern of national importance. Yet commerce cannot remain separate from politics. Cromwell’s death, George Monck’s manoeuvring and the Restoration alter the loyalties on which the partnership depends, while profit, family pressure and private resentment test the trust between the three men.
