Nottinghamshire, 1591. Two of Elizabeth I’s justices are murdered within days, together with a woman connected to one and a prisoner awaiting trial before the other. Edward Mountsorrel and Francis Barton begin investigating the killings, but their local case is interrupted by the arrival of William Cecil, Lord Burghley.
Burghley believes a Catholic conspiracy intends to assassinate Elizabeth and replace her on the throne. He sends the bailiffs into a neighbouring county to infiltrate the suspected network, where the murders and the treason plot begin to overlap and every attempt to identify the conspirators risks exposing the investigators themselves.
