In 1855 Commander Kit Killigrew is framed for murder by Colonel Nekrasoff and forced into the Victorian underworld to avoid arrest. The investigation leads through espionage networks and military installations to the fortress of Sveaborg. Killigrew must identify the weapon, recover the engineer and expose the conspiracy while British and French forces prepare their attack on the Russian naval base during the final Baltic campaign of the Crimean War.
