In the summer of 1779, Brigadier-General Francis McLean lands in Penobscot Bay with a small British force and begins building Fort George at Majabigwaduce. Massachusetts sends a much larger fleet and militia expedition to remove him. Peleg Wadsworth and Paul Revere take part in the land campaign, while naval commander Dudley Saltonstall hesitates to attack the British ships in the harbour. Inside the unfinished fort, the young Lieutenant John Moore helps organise the defence. Disagreement between the American commanders wastes their advantage, and the arrival of a British relief squadron turns the siege into a retreat in which the Massachusetts fleet is destroyed.
