London, 1891. Women report that an intruder is entering their homes, stealing intimate clothing and leaving threatening messages. With no valuables taken and no murder committed, the police dismiss the incidents as embarrassment or hysteria, despite the fear left by the recent Whitechapel killings.
Esther Jacobs becomes involved when one of the victims is known to her and persuades her fiancé, police officer Jack Enright, to investigate. The pattern suggests more than random voyeurism, and the couple must identify how the intruder chooses his targets before intimidation escalates into physical violence.
