Norwich, 1900. An exploding postbox first appears to be an isolated act of vandalism, but further attacks make it clear that someone is deliberately terrorising the city. Colonel Julius Bainbridge and Victoria Bovington are drawn into a hunt for a bomber whose targets and motives remain obscure.

The investigation produces contradictory witnesses, a well-dressed woman repeatedly seen near suspicious events and an unexpected connection to a famous mustard company. When the attacks finally cause a death, Bainbridge and Victoria have to reconsider the assumptions guiding the case. The trail leads into an unfamiliar part of Norwich and towards the possibility that the person they have been pursuing is not the real culprit.
