Jonathan Pine, night manager of a luxury hotel, encounters evidence linking businessman Richard Roper to international arms trafficking. After an earlier attempt to warn the authorities ends in a woman's death, Pine agrees to help British intelligence penetrate Roper's organisation.
To gain Roper's trust, Pine is given a criminal identity and drawn into the dealer's protected household. The operation tests whether he can maintain the role without becoming complicit in the violence and corruption he was recruited to expose.
