In September 1939, Noah promises his departing soldier father that he will protect the family dog, Winn. When official advice and public fear lead thousands of owners to have their animals destroyed before the expected bombing begins, Noah refuses to surrender Winn and joins his friends Clem and Big Col in rescuing other threatened pets.

The children run away with the animals and attempt to establish a place of safety beyond adult control. Their mission exposes them to hunger, danger and disagreements about whom they can save, turning a determined act of rebellion into a coming-of-age story about friendship, moral responsibility and civilian fear at the beginning of the Second World War.
