From a patrol boat near Waterloo Bridge, William Monk sees a young couple plunge into the Thames during an intense confrontation. The woman, Mary Havilland, had been investigating the supposed suicide of her father, an engineer connected with London’s new underground works, and Monk suspects that all three deaths are linked.
With Hester’s help, he follows the case from wealthy drawing rooms into tunnels and sewers where labourers face lethal conditions. The investigation exposes a commercial scheme whose organisers treat workers and witnesses as obstacles to be removed.
