The case also reflects the late Victorian fear that political and religious movements could cross borders faster than the authorities understood them. Special Branch must protect public order without knowing whether Sofia is a dangerous agitator, a victim or simply a woman whose influence unsettles established interests. Pitt’s investigation therefore tests the difference between surveillance undertaken for security and suspicion used to silence inconvenient ideas.
