Holland examines emperors, soldiers, provincial elites, cities and frontier peoples to show how peace depended on hierarchy, coercion and the constant possibility of war. The book follows Rome across Britain, the Danube, Greece and the eastern provinces, revealing both the confidence of the high empire and the strains that would become harder to contain.
