The Treaty of Waitangi and British annexation in 1840 began a contested colonial state whose authority, land policies and settler expansion led to war and long-running disputes with Māori communities. Provincial and national institutions gradually developed within the British imperial system.
From the late nineteenth century, New Zealand became associated with women’s suffrage, labour regulation, pensions and welfare reform. These policies did not remove inequalities, but they helped establish a public ideal of fair dealing and collective security.
